I believe this involves drilling a small (2mm or so) vent hole at the top of the riser that extends into the fuel tank below the fuel cap. It allows the air that is trapped at the peak of tank to vent and be replaced with fuel.

This mod will allow the fuel tank to be overfilled and result in overflowing when the tank is heated even a little bit. Fuel is normally quite cool in storage and will begin to expand as soon as it is decanted into a warm fuel tank.

I would suggest that the tank should never be overfilled. Whether the rider is aware of it or not, the tank will be overflowing via the vent tubes that drain along side those nice hot exhaust pipes, even while riding down the road.
If enough is enough and more is better than too much should be just about right.

One 2mm hole will result in very slow filling of that last couple of litres! I drilled three 4mm holes, 120 degrees apart.

Using the airspace to add extra fuel in this way is recommended ONLY if you're planning on riding away and putting some miles on the bike straight away - leaving it sitting, particularly in the sun, will cause the fuel to heat up, expand, and overflow. This is even more likely if the bike's parked on the side stand.

It's unlikely to overflow when you're riding as you'll use the fuel faster than it expands as it warms.

If you drill the holes as described you also need to bend the overflow upwards inside the tank otherwise the mod is pointless as any extra fuel you add WILL overflow until it reaches the standard level, or slightly above it.

Twodear,
as sproggy has said, the benefit is if you're on a ride, gas up and ride.
By the time the gas expands their is room.
I drilled 3, 4mm holes and the extra time to top off isn't more than a minute at the most.
I also slightly bent the float up which moved the overflow towards the top of the tank.
The mod works if you, as I do, are not in a urban area and have to deal with stop and go traffic.
