Speed Camera Loophole

Specs don't bother me too much - nearly all of them are forward facing (certainly those on the A1(M) south of J3 and on the M25 around J25) and therefore no use against any vehicle without a front number plate
What amuses me on my daily commute (A1) is the number of car drivers who clearly don't understand the concept of 'average speed' - they slow down as they come up to a camera (entering or leaving a controlled zone) and then speed up again once they're under it.

I think the things are pure bluff. Does anyone out there know of anyone who has been convicted for speeding over an average distance? I don't believe the technology is good enough to record the number plates of a large volume of traffic in all weather conditions day and night. It's a psychological weapon rather than an accurate timing device. They must be laughing their tits off when they install them.
Watching you Focker!
