I need to plug the hole in the centre of the rear wheel, I've just had a new tyre fitted & it looks like water has got behind the the wheel, it had gone a bit rusty/fuzzy, so the wheel would not come off.
What is the cheapest option?

IMO it's quite necessary to have a plug in the wheel if you do any sort of all weather-riding.
I was lucky enough to hear about this problem very early on and bought one (from a chap in Oz actually! - don't think he does them any more though), and over 32000 miles of ALL season, ALL weather riding, the hub has remained rust free.
Get one.
