I have had both EXO2 Stormrider and Gerbings Heated jacket liner.

EXO2 is snug and effective but no sleeves in the one I bought....as I ride without a thermal liner because of the heated kit, its a big disadvantage when it gets cold and wet.

The Gerbings is an awesome bit of kit. Not as tight ...

Seems weird because like you I've managed to make the problem go away by turning the ignition off and on again. It lasts for a few minutes at the most though.
